Well, maybe not....  I am sure that there are a lot of SK's, DX FISTS 
members, clubs and generally inactive ops in that 10,000 as well.  Perhaps 
the best yardstick to measure with is the number of active, paid up FISTS 
members in the US.  I did file a lengthy comment (against) on the NCVEC 
petition, but did not file any on the others - they are going to be looked 
at as a whole and not individual as I understand it.  And believe it or not, 
I would bet that some active FISTS members are NOT against the petitions and 
really think that eliminating Element 1 testing is OK!
