[Fists] Stats Comment

FISTS,

While the number of comments filed against the NCVEC petition were
much less spectacular than any of us would have preferred, I think my
comments were a bit harsh. I doubt seriously that most FISTS are
"ambivalent" about the Code vs No-Code issue and I apologize if anyone
took offense at my exasperation.

We'll simply have to do better when the FISTS petition becomes
available for public comment.
