[Fists] NCVEC Comment Stats

The ARRL is reporting the following stats about the NCVEC petition to 
eliminate Morse testing for amateur licensing:

* 600+ total comments on RM-10787
* 56% in favor of dropping Morse testing
* 43% opposed

The period for commenting on this petition is now closed. A little math 
tells me that only 250 commented in opposition to the NCVEC petition. FISTS 
may have issued over 10,000 member numbers but apparently, the vast 
majority of FISTS members are completely ambivalent when it comes to this 
particular issue.
