I think that the reason the ITU on behalf of The IARU on behalf of the ARRL
threw their AT into the ring was to keep the Morse operators bickering and
distracted while they white anted the  Morse testing regime.

We regard ourselves as radiocommunicators but we make a good effort of being
telecommunicators as well from the amount of traffic the @ business has
generated,  all good fun. Something to keep us occupied when the bands are
being so uncooperative.
