[Fists] ARRL Study Stinks!

Looks like a Win-Win to me.  The few remaining Novices and
Tech Plus get released from their ghettos and get to mingle
with mainstream CW operators, and  phone/image/data
operators get some breathing room, especially on crowded
40M.
