Why extra points for CW traffic handling when the overwhelming majority of
Hams will never use CW again for message handling?

Let's recognize the realities and offer a series of increasingly complex
messages and reward folks for accuracy, regardless of mode.

BTW:  Modes should include CW, Voice, PSK31, Packet, APRS-Packet,
RTTY, and Amtor/Pactor.  Let's encourage a complete experience and
broad-based appreciation for all of the modes available.

We might also want to build-in some cross-service experiences ...
Traffic relays from FRS, 800MHz systems, CB/REACT, MURS, etc.
to Amateur Radio.

Let's also build-in a way to enhance text messages with SSTV and ATV
images ("a picture is worth a thousand words").

As far as the Amateur Radio exam is concerned, it would be nice to see
several questions about "Amateur ingenuity".  Require Hams to show that
they understand things well enough to compensate for challenges e.g. a
downed antenna from a storm -- create a replacement from available
materials that can keep them on the air (HF, VHF & UHF).  Also,
see if they know how to compensate for power loss (know how to and be
prepared to quickly tap into vehicle battery), essentials of tracking and
resolving RF interference, essentials of connector repair -- indeed,
perhaps a new Ham should be on a 1 year "probation" during which
time he/she must earn a certificate in such things from a local Club or
at Field Day.
