700 is the Airplane call/sign identifier (Verbal) generally using a 307xxxxRID
163.1125 has multiple possibilities
$001 - USSS - generally used to be found during Election Season, but has also of more recent time been Cabinet level protection
$085 - DoE down in SC, part of a Trunk
$151 - CBP in OH - part of a Vote Scan system in/around Lake Eire
$164 - ICE/HSI - reported during multiple NSSE events
$169 - ICE/HSI - NAT Tac 3
$272 - FAM (Federal Air Marshals)
$496 - TSA (before moving to UHF) VIPER units, also heard during NSSE events
My first guess will be you get $169 and since it is simplex, would need units to be nearby or on a BASE
