First time responding so I trust this will go safely. I pretty much worked on all the federal repeaters (except the FBI, they hired their own “radio guys” in the early eighties) in North Carolina from about 1984 to around 2001. Most of my information is not of any use any more. I do see many questions as to the users of certain frequencies. Around the middle and western North Carolina probably eighty percent of the activity in the federal bands are from bootleggers using the cheap Chinese radios. I imagine in larger cities that percentage has to be higher with more construction crews, maintenance people and general industry use. Their attitude is if a frequency(ies) can be programmed, it is theirs to use. So try thinking that not all communications will be from official sources.
     I do have two or three new but stored outside Celwave Stationmasters that were bought through Motorola (Motorola part number tag instead of Celwave) at a frequency range of I think, 164-174 with SO-239 connector. No mounting clamps…antennas only. One would be a tremendous improvement compared to a discone at VHF. Pick up only or I can deliver to the Winston Salem area. Probably about twenty feet long at that frequency. And Free to a good home(s). If picking up…bring a truck as I’m sure there could be more repeater type goodies needing a new home.
