[FCARC] the repeater is down

I took down the repeater this morning due to the unidentified carrier 
that keeps coming in for about a minute at a time - there's no audio, 
you can hear some clicks in the carrier, and then it drops and comes 
back after a few minutes.

I notified Mr. Patterson of this - I also asked Mr. Deaver to check on 
the EchoLink to see if that is glitched (this has happened before) and 
to also check his NewsLine computer to see if it has an issue.

It isn't someone keying up, it's way too consistent in carrier and 
quality and the clicks all happen at the same timing, so *I BELIEVE* 
it's something automated and/or something else - anyone is welcome to 
chase it down and prove me wrong.
