[FCARC] Constitution and By-Laws change proposal.

It it totally UNCLEAR what this proposal is.    Usually the original 
document is posted, then words being eliminated are shown as a 
strikethrough.   Words being added are shown as ALL CAPITAL LETTERS.   
In a document like this, every if, and, but is important, including the 
syntax on how it will read in the end.
