[FCARC] Update on the upcoming solar event on April-08-2024

We need to muster 15 operators for this date. So far I have commitment from 8. This has changed due to the EMA is requested 1 operator at each police department & Each Fire department.  Even if it's just one of us in a vehicle with a 2m radio or handheld.

Please let me know if you can give me a commitment for that date.
