[FCARC] the repeater is disabled for the short future

Good afternoon -

It sounded like someone was accessing some kind of controls on the 
Echo-Link node, and now there's a record-and-store / playback going on - 
I believe it's the Echo-Link node, only because of what I heard 
transpire before the playback started to happen.  I can't get anyone 
else to confirm that's what I heard.  It had the same lower bassy tone 
of teh Echo-Link control station, plus there were canned voice prompts 
as to what happened after the DTMF string went through.

Kim has been notified, he gets away from work at 2, he said he would 
reset the Echo-Link unit, and we'll see what transpires after that.

to use the repeater.
