[FCARC] December 5 Winter Hamfest Cancelled

As unpopular as it may be, we are going to cancel the December 5 WinterFest
for this year. We will contact The village of Delta and the county health
department to let them know. We will make sure the village knows we still
will need the building on that date for upcoming years.
