A reply to the previously forwarded missive about FCC fees - they're
across the board, not just for hams.

(I see someone beat me to it while I was grepping the Federal Register!)
1) Read the NPRM before you comment:
https://www.fcc.gov/document/amendment-schedule-applications-fees
2) Understand that this is *Congress'* mandate, not the FCC's.
3) Understand that this applies to ALL radio services, not just those
under 47 CFR 97.
4) Near as I can tell, this has not yet been published in the Federal
Register as of 8/28 (post a link if you find one!). Once that
happens, the 30-day comment period starts and then the 45-day reply
comment starts after that. Then the Commission collates all the
comments and issues a Report and Order (I don't know that there is a
fixed time period for that R&O to appear). Once that R&O is published
in the Federal Register, any new fees would then be in effect. IOW,
we're at least 75 days from anyone paying more for anything. Seems
like there is some sort of election in about 75 days, so don't be
surprised if that event affects the issuance of the R&O.
5) Don't post to mailing lists all your thoughts and rantings on the
NPRM (please, oh, please) but send them as a comment to the FCC via
their Electronic Comment Filing System. Near as I can figure, this
docket is not yet in that system perhaps because it has yet to be
published in the Federal Register. https://www.fcc.gov/ecfs/ You can
search for any FCC NPRM since 1992 and find the comments and reply
comments submitted thereupon ... DO THAT to see examples of "good"
comments and *stupid* comments - there are plenty of both. Pattern
yours after the ones you think are most effective.
