[FCARC] more regarding the spoofed email address

As indicated, that email sent earlier with the subject "Account Suspension"
is a phishing site designed to get usernames and passwords.  As I stated
before, do not click through to that site.  Unfortunately the mail list
host service does not enforce Sender Policy Framework, so they accepted a
message not from me, but cleverly disguised to look like me.   Thus the
fragile nature of email.
