[FCARC] New FCC Changes to 60 Meter Band

Thanks to Keith (KC8TCQ) for pointing this out.

Summary:

* Use of the existing 5366.5 kHz (carrier) is removed, replaced by 5357.0 kHz 
(carrier).
* Maximum ERP raised from 50 to 100 watts PEP.
* Three additional (to USB) emission modes:
    150HA1A - CW
    2K80J2D - Exemplified as Pactor-III
    60H0J2B - Exemplified as PSK31
