All,
Dick Rucker copied out of this list without permission. That is not
acceptable use. Normally this would result in removal. Since this
is the first known instance, this is the example and Mr. Rucker was
not removed.
This in no way changes this significance of what Mr. Rucker did to
you or indicates there are exceptions to acceptable use.
Some of the content copied out may have been drafts, which is a
separate problem.
I am forwarding the initial message you read and understood, with
emphasis on paragraphs 5 and 8.

FARReps list members, ladies and gentlemen:
I set up FARReps <farreps at mailman.qth.net> for you: So that current
active member club representatives and FAR leadership can exchange
messages on FAR matters with the same expectation of privacy we'd
have if we were meeting behind closed doors.
Prior mailing lists, unfortunately, did not provide such an
environment: We could not talk in specific terms to each other
without wondering what the world would think. My intent is that this
list will permit more specific, factual, and productive exchange.
Thus, going forward, if you want a forum for FAR matters, use this
FARReps list.
Do _not_ use foundationforamateurradio at yahoogroups.com. That list
may be kept open for _public_ notices, that is, notices that have an
audience beyond member clubs.
_FARReps is a closed list._ Its membership is limited. You need to
ask _before_ you copy out. If inappropriate or unacceptable use
occurs I will take appropriate action. Depending on the nature of
the cause, there may not be notice. List participation constitutes
agreement/consent.
Everyone who should be may not be subscribed. If you discover, for
example, your fellow FAR rep's mail to farreps at mailman.qth.net gets
rejected, send me a private message that tells me who needs to be
added, the actual email address to use (no "ARRL.net" or other relays
please), and the reason why they should be added. Member club
officer is a reason to be added; some are already subscribed. The
same if you do not want to be subscribed; send me a private message
and you'll be removed. My goal is to get all current FAR
_representatives_ subscribed to the FARReps list.
My thanks to Al Waller, K3TKJ, for hosting this list and, to allow me
to do this with a very high workload, for helping in the near term
with technical moderation. FAR is fortunate. I would only ask that
if you haven't already that you inform yourself about his remarkable
philanthropy to amateur radio (www.qsl.net) and contribute to it.
I hope FARReps list will be a good place to work. Let me know if you
have any questions, or how I can further help. Thank you for
