All,
Upon further review and careful consideration, the FHFCS Program Management Office requests that all FNARS stations take the following precautionary measures, as soon as possible, with HF communications equipment installed at FEMA Regional Centers, Regional Offices, and State and Territory Operations Centers.
FEMA Regional Centers
* Power down all radios and disconnect HF antennas but leave at least one radio/HF antenna active
Regional Offices, State, and Territorial Operations Centers
* Power down all radio(s) and disconnect HF antenna(s)
Systems should remain off-line effective through September 14th. However, should an event occur that requires FNARS activation, all FNARS systems must be restored and available for HF communications.
Please relay the above message to your regionally designated to state and territory entities.

Please see the attached Space Environment Forecast and the summary below concerning the impact to FEMA’s HF systems.
Solar Weather Forecast Summary
Based on the predicted strength of solar weather over the coming days, HF operators may experience temporary degraded or total loss of HF radio communications across the FEMA HF network.
Sept. 11th -12th – Polar Cap Absorption
* Impact on HF communications: Severely degraded HF operations
Sept. 12th – Major Geomagnetic Storming
* Impact on HF communications: Temporary degraded or total loss of HF radio communications
Sept. 13th – Elevated Levels of High Energy Particles
* Impact on HF communications: Temporary degraded or total loss of HF radio communications
Sept. 11th -14th – M Class X-Ray Flares
* Impact on HF communications: Temporary degraded or total loss of HF radio communications
