[FARC] IS-100.b & IS-700.a - The Better Way!

Although the information is available on the FARC Website, on many of the
linked sites the information is hard to find.  This includes the FEMA site
as well.  They have gotten better of the years but still confuse some folks.
I am posting this to the reflector based on a request from Herb - K3HCP.  

There are some areas, that don't match correctly. For instance, you need 100
and 700 for participation in the ARES/RACES groups in Frederick County.
They are actually IS-100.b and IS-700.a.  I have listed some other useful
ones as well.

The easiest way to take the courses is to go to the course, and look at the
right hand border, and download the Student Manual for each course.  Also
while you are there, download the Final Exam Questions in PDF format, print
them out.  Then you can at your leisure, read through each student manual,
select your answers on your printed out questions, and when ready go back to
the online course on the FEMA site and take the Final online.  Do be careful
when doing this as some of the online Final Exams, scramble the order of
questions when taking it online, and some do not.

Once you have finished with the test, you will fill out a form, and receive
a link to the certificate if you have passed via email.
