Frederick Amateur Radio Club (FARC) "Approved" Minutes for January 16, 2012.

Meeting:  The club meeting was called to order at  7:08 pm   by President Jim Ridgley

Treasurer Report: None

New Member Application(s): None

Visitors: Jerry Long - KB3OIL;  John Hart - K3KWO brought greetings from the Carroll County Radio
Club.

Old or Ongoing Business:

- December Meeting&  Holiday Party - Thanks were extended to Mark Whitmore - AB3KS for making the
arrangements at the Golden Corral Restaurant where 14 members, family members and/or friends attended.

- FARC By-Laws - Jeff Fishman - KB3FIO presented the proposed By-Laws from materiel previously put
together with modifications specifically to this clubs needs.  Every attendee received a "draft" copy of the By-
Laws.  Jeff read each Article of the Constitution and By-Laws.  Modifications to suit our needs were
discussed, added or deleted to meet our customization.  Several issues pertaining to "What constitutes a
quorum" , "How to poll the membership on specific issues" , and "Issues with a persons standing in the
criminal justice system" were discussed.  These By-Laws will be posted on the web site and comments need
to be sent to Jeff Fishman - KB3FIO.

New Business:

- Election of FARC Officers for 2012 - Jim Ridgley asked if anyone wished to run for any of the four offices
of FARC.  Not receiving any nominations from the floor, he presented the slate of officers for this year.  All
four officers agreed to accept their respective office for another year.  All were accepted by a unanimous
voice vote by the attending members.

The elected officers for 2012 are:
      Jim Ridgley - N3THA      President
      Lou Popowsky - KB3RNT    Vice President
      Joe Durnal - NE3R        Treasurer
      Herb Palm - K3HCP        Secretary

- FARC By-Laws - Jeff Fishman - KB3FIO presented the proposed By-Laws from materiel previously put
together with modifications specifically to this clubs needs.

Committee Reports:

- RACES - There was a State Wide RACES NET on 01-10-12 having good propagation.

- ARES - March of Dimes "March for Babies" is scheduled for the last weekend of April.  Jeff Fishman -
KB3FIO will put out more details on the reflector when they become available.

Jeff is working with the Health Department to upgrade the "Go-Kits" by purchasing a Kantronics TNC and
also recommending they purchase a "WOUXUN" dual bander HT with the program and programming cable
for use as a back-up radio.  With it's cross band repeat capabilities it is expected to be very useful.

- Skywarn - No training classes are scheduled at this time.

- Club Station and Antennas - After antenna repair the station has been working well.  Access to the Fire
Station for using the station.  Access to the firehouse was discussed.  Since the installation of a special lock
members wishing to use the club station must ring a door bell.  They should identify themselves and give the
reason for entering, i.e. using the club station.  Jim agreed with the suggested procedure to "check out" with
the duty officer in case of an emergency.
