[FARC] ARRL/FCC asking for input on CC&Rs

Covenants and restrictions.  The main one that affects amateur radio is no (outside) antennas.  The home that my sister lives in prohibits antennas or any structure taller than the fence around the place.  She can't even change the color of the home!
