[FARC] Failed attachment

As soon to be the regular secretary for FARC, I am trying to send a 
meeting attachment for 11-15-20 as a .RTF file to a regular e-mail.  The 
first time the file came back to me attached OK.  Now I'm getting 
complaints the attachment is missing.  A second try even returned the 
message to me "without the attachment with an attachment error message - 
Attachment unknown-320B"

What does that mean to me?

How can I send this kind of attachment to the FARC membership?  The 
attachment is a simple .RTF file of the minutes of the November meeting.
