[FARC] New D-Star Access Piont

Hotspot is working fine Dick.  I can work Phil on REF020A with me on your
70cm hotspot and Phil on his 2m hotspot.  Signal quality, which
your hotspot is displaying on my radio display, is N5Q8.   Not sure
how to interpret that but a guy from Montreal told me it is a
measurement of the bit error rate between a D-Star radio and the Internet.

The WN3R D-Star Hot Spot is ready for you use and testing.  It is
running 10w on 446.000 simplex.  It is connected to REF020A.
