In "American Bird Conservancy v. FCC" the DC Circuit Court of Appeals 
determined registered towers may have significant environmental 
effect on migratory birds. 

In response, the FCC is undertaking a Programmatic Environmental 
Assessment (PEA). 

First date to note is the meeting 6 December at 1:30 PM at the
