[FARC] MS and MOD Walks Ops Needed

Hello Jeff,
My father in-law and I will be attending the Hamfest in Timmonium on 
Sat/Sun.  I have an old TR7 Drake that needs some repairs ( I bought it 
used).  There is a man named Ed Pajewski that works out of Harrington, 
Delaware that I am going to drop my radio off with for repairs.  I also 
located a lady down in Richmond that has a number of vacuum tubes.  I might 
go down and see her and buy a few tubes for an old Kenwood TS520 that I also 
bought used.  After that I will schedule a test for a ham license.  Looking 
forward to learning the radios and system, I have used CBs and VHFs on a 
boat before, but never a ham radio.

My wifes dad has been using the VOIP system and is reasonably satisfied to 
use it.  He has a license from Ukraine, do I need to get him a permit or 
temp license here in America to operate a ham radio?  If so whom do I talk 
too and what is the proceedure?
