[FARC] Radio Merit Badge Program Updated

For anyone working with Scouts going for the Radio Merit Badge, I see 
that the program has been updated a bit, with a new Merit Badge Pamphlet 
issued and presumably a new worksheet to go along with it.  Not a major 
change, but the old book was in need of revision.
