Thanks for the reply, that did happen to be the two specific questions that I asked. The wifey made the eyesore issue well known. Haven't gotten a come get it reply yet so, maybe I'm too late...
I currently have a homebrew slinky dipole in use at the moment that I managed to pick-up Radio Taiwan back in February. Just got a QSL card from them the other day. So i'm excited to get a transmitter so I can actually talk with other hams. Maybe my dad will break-down and give me his transmitter since he's not licensed...

Welcome to the group.
You won't know for sure what "Fair" condition really means until you go
take a look at it, but your initial assumption about the rust is
probably on target. If rust has set in to any extent beyond the most
superficial, or the thing's bent in any way at all, it's probably not
worth the trouble (and potential danger) of taking it down and trying to
re-erect it at your station.
I'd guess whoever is making it available just wants it gone because it's
an eyesore that's making their house harder to sell, or some story like
that. But I could be wrong. "Fair" could just mean "weathered" vs.
nice and shiny. That might make it worth the effort for you (and the
fuel to get you down to Brunswick and back once or twice).
Perhaps some Ham who lives closer to Brunswick will read this and kindly
offer to check it out for you.
And if this deal doesn't pan out for you, don't despair. You can
definitely do a lot of fun and interesting Ham stuff, on all bands,
without a tower. Come to one of the FARC meetings (next one is on the
19th) and you'll meet a bunch of folks who can tell you both about
towers, and about the alternatives. Membership in FARC is not required,
nor is a Ham license. You'll be more than welcome.
