[FARC] Winlink 2k/WN3R-10

Winlink 2000 is mainly a radio to e-mail system.  It isn't designed
for a specific group.  It is mostly used by yachtsmen, RVers, and
emergency communicators.

Not sure what you mean by 'experimental'

On the VHF packet side, it is almost entirely used for emergency
communications and testing.
