[FARC] Packet NTS Traffic/Packet

Hey Kirk! The packet network still works, but not as well as it used
to, there just aren't as many nodes out there. I'm not sure of any
packet frequencies near here that are part of NTS. A lot more of that
is now done on Winlink via VHF packet.
