Jerry,
You know it's funny, I tried to have a civil conversation with you
directly, instead of using the FADCA SIG as a soapbox, and you proceeded
to take everything to a higher level, it seems some things will never
change.
So publicly I will state this, from a professional stand point of
working in disaster communications services both governmentally and with
ARES. I cannot recognize your network efforts or your node in Region 4
for disaster communications service unless it's operational since you
stated comments that your node is not used for FLN and is only used as a
demonstration of technology, please advise your local ARES or ESF-2 when
you are in service.
ESF-2 Function utilizes cooperative, professional, reliable
communications with an un-bias service in the time of disaster from all
modes of services, ARES, RACES, CORPs, SERT, CERT.
This is a quote below is directly from the Executive Orders of the
Statewide IO Plan:
"Interoperable radio communications solutions should be applied rapidly,
seamlessly, and have the ability to effectively support the public
safety responders handling the event.
There are many technical strategies that can be applied to optimize
communications, even though the Florida radio communications environment
is extremely varied as to the architectures and technologies of the
current radio systems, the frequency bands in use, and the operational
processes being practiced. Technology is only a part of the solution.
There are other aspects that are as important. These are Cooperation,
Management, Policy, Procedure, and Training. Without cooperation, no
technical solution can be agreed upon and implemented. Without
management, no selected solution can be maintained. With no clear
understanding and application of policy and procedure, no solution will
retain its vitality."
As far as the FADCA side of this, I welcome a re-development plan from
you (not a discussion) of a full statewide RF/INET data system in the
State of Florida to provide a reliable redundant digital communications
to all counties and served agencies in cooperation with DEM. You have
stated many times that you have great details and resources of the
engineering of a statewide system that should be implemented as stated
to provide secure, reliable communications.
The plan must be presentable in PPT and a CAD drawing of site positions,
RF propagation, network connectivity, and agencies served.
Period, no more discussion.
