[FADCA] APRS beacon for FPAC

If anyone is interested in sending out a APRS beacon from their Linux 
host... I have an updated aprslist file. The older version that comes 
with the FPAC package is broken. Bernard, F6BVP, fixed the src and I 
have have compiled and tested the new version.

The latest version of FPAC is 3.2.7-4. The source code is available @
http://f6bvp.free.fr/logiciels/rose-fpac/fpac327.4src.tgz
