This is one that really gets to the point that in some way the functions start
to merge. D-Star is digital, it does both voice and data, it uses two freqs
like a analogue system. So taking that data we can move on to the
following:

1. It is digital so it would fall under the FADCA. BUT....
2. It does voice so it also would fall under FRC. BUT...
3. It is a split or dual channel device so, it appears as a repeater,
   it would then be a FRC device. BUT...
4. It does data so it is back to being a FADCA  device, SO,,,
Who owns it???
This is the area where some of the FRC people and I have talked
about having to look at this issue from a combined perspective, you
see VoIP is probably the 'killer app' that we have always been looking
for, and indeed if we get enough people interested in linking D-Star
systems they would probably be interested in helping with the state
wide data network, and installing the high speed links we need to
make real time voice, video and data happen.

Once  we have paths for D-Star links those same paths will be able
to handle other data modes, remember it is just bits....
