With the WP daemon shutdown the node is crippled. Level 2 connection are
disabled.
Bernard suggested that we enable the NoWP broadcast between nodes. This
allows us to restart fpacwp.
I've done this for all the Fla sites and restarted ax25 and fpac.
I'll continue to monitor for ill effects.
