I am adding the fpac list to this as Bernard or some of the other FPAC
guys may be able to shed some light on this.

I run my level 2 links at the max char of 255 (will give a maxchar of 256
characters in the frame) I allow the maxchar for the level 3 stuff to be larger
(ax25 in Linux allows for frames of up to 512 chars) that way the level 3
stuff can work as it was originally done in ROSE, i.e. if you hit it with a
256 character frame it does not have to fragment in order to get it's level
3 stuff in there, it just adds the level 3 stuff to the 256 byte frame and
builds a larger frame. If you do not do that it will fragment, but I think that
also some devices will drop the link rather than fragment, I am not sure
on this.

Also I recall that back when I first started working with the switch I had to
change the check timer it was way too fast and I was getting dropped links
due to it timing out before a transaction would be finished. You should check
that out too.
