[FADCA] Uses of Packet During an Emergency

I received a request from the Boca Raton Hospital, were the Boca switch 
is located for information on how packet can be used in case of an 
emergency. I have been reading the FADCA reflector and I am sure that 
someone out there has a writeup that would help me draft a response. 
Following a copy of the E-mail I received from them.

Thanks for the information on your system. Could you also provide the
contacts, (names, phone numbers, pagers, cellphones etc.) for the folks
that perform maintenance and operability.  Also, if you could write up a
summary of how and when the Fpac Packet system is/can be used.  This is
important because in the event of a disaster we would know, in advance,
how and when to use the system.  Finally, if you could touch on what
other options are available, but not currently used (internet
communications via the Fpac Packet system), what other systems are in
the area that you can link to and communicate with -  that would be
fantastic.

I have given them the names, phone number, etc. of the people who help me maintain the switch. I would just like to get some information on on the other subjects. I know little about the internet  access thing.  Any help would be greatly appreciated.
