[FADCA] New President and VP of FADCA now registered

FADCA by-laws provide for the Vice President to succeed to the top office if 
it is vacated prior to the next scheduled election of officers.

FADCA by-laws also provide for the President to fill by appointment any 
vacancy on the Board of Directors prior to the next scheduled election of 
officers.

The new president of FADCA, Doug Welcker, WB4KGY has appointed Doug Christ 
KN4YT as the new Vice President.

Today I filed the required annual report with the State of Florida which now 
reflects these changes.
