[FADCA] A new way to increase APRS activity?

Hi,
 
Los Angeles police are trying a new approach to apprehending suspected  
criminals. In an attempt to cut down on high-speed chases, it is turning to GPS.  
Police can now fire an adhesive GPS tracking unit at fleeing suspects. 
 
Hmmm.  Maybe we can develop inexpensive expendable APRS units and do  the 
same(?).
