[FADCA] New ax25-config

I received an answer from the author of ax25-config. He sent me a copy 
of his latest version (.0.3.4). The changes from .0.3.3 are mostly the 
addition of another language, Portuguese.

Walter says that right now he is tied-up with other activities. He plans 
to write the next version of the utility in C+.

Bottom line is... version .0.3.3, current in-use version, does the 
initial job well. After the initial set-up we will edit the ax25-up 
files to effect updates. This shouldn't cause any problems.
