So everyone is on the same page here is my response to Bud's email regarding 
my problem.

Bud,
At one time I had packet set up om my main system which is a Del, ME. I 
downloaded AGWPE PE and paid the 49 dollars for it. Two days later I went in the 
hospital and by the time I got back to it the 30 days had run out. Working with 
the developer I could never again get a download come up clean. I always got 
the message your 30 days has expired please download a new version. I finally 
requested a refund and forgot about it and switch packet to my windows 98.
I still have the cable and could put Telpac back on the ME but I don't want 
to unless I just cannot get it working on the 98.
I have AGWPE on the 98 and understand the PE version will not run on a 98.
Don't worry about it to much. I have been fighting with it for six months so 
a few more weeks won't make much difference.
