[FADCA] Linux dialup on auto and ax25ipd

Hi All
There was a lot of things completed and fixed today. I now have my dialup 
configured in the boot up script. When the computer boots up it will dial 
out on it's own with no problems. If I pull the phone line out and plug it 
back in it will re dial so that (I hope) takes care of that.

Now the thing that didn't work was that when it booted up ax25ipd wasn't 
loaded even though I could see it start. This is one that chuck has been 
trying to figure why it wasn't working when he would log in.

After thinking about it for a GOOD while and doing a lot of trying this and 
rebooting it hit me.
AX25IPD is not going to work without having the modem connected. AX25IPD 
was put in the boot up script and it took a sleep 60 to have it hold off 
enough to make sure the dialup connection went through. Right now I have 
f6bvp re sync and I haven't seen kp4djt come in yet.
Chuck do you have the reconnect script in there yet?

It will be interesting to see what happens with ax25ipd when the modem has 
to re dial.  I'll go pull the plug on the phone line and see if it makes 
any difference when the line reconnects. I have a feeling that I might have 
to reload mine also so it has the newest IP address in there.

  If I have to rerun it every time that my ip changes then someone might 
want to think about a way to have it ping the server every so often and 
make it dynamic instead of static as it is right now. I know that for now 
we can just reload it and it will come up but we might need to think about 
having it ping our neighbors every 15 minutes or so to make sure nothing 
has changed.
Right now Bernard is reloading his every hour so we will have up to a hour 
with no path between us.
