Even if the CD is listed first in the boot order you have to sometimes
"press a key" when prompted for the computer to actually boot off of it...if
it doesn't get the keystroke in so many seconds it will default to booting
from the hard drive. So see if it's asking you to do anything else on the
screen when restarted.

It maybe that the CD is NOT bootable. Do any other CD boot on your
machine(s)?
You might try using a floppy to boot into your CD. There are several
floppy arrangements that will allow you to start up on a floppy and
boot into almost any mass storage device.
