Hi, Bill-

FADCA is the coordinating body for packet (i.e. AX.25 protocol) frequencies 
in the state to maintain the Band Plan above 50 MHz in favor of minimizing 
co-interference between near-spaced digital devices and on-going 
communications on adjacent LANs.  FADCA members, or others also interested 
in digital communications, are free to promote and support what ever digital 
operations they desire.

The Layered Packet Network is the basic glue that holds FADCA members 
together as it supplies the mechanism for maximizing effective AX.25 
communications throughout the state.  The ROSE/FPAC-based network switches 
seamlessly pass through any ax.25 protocol signals no mater the software of 
origin or purpose for communications.  Licensed hams are welcomed to 
establish any compatible device on any LAN and use the network for any 
legitimate pursuit.  The only requirement is to apply for coordination to be 
a good neighbor.

It is not necessary for any digital operations to take advantage of all 
digital devices, all frequencies, or all services that may become available 
on the network.  Individuals or groups may choose to use or not use any 
coordinated frequency, device, or system.

Many FADCA members are concentrating on getting the Layered Packet Network 
back in shape to support anything packet.  The most recent impetus for this 
is the EMAIL Over Ham Radio WL2K system.  This recent development has 
brought more interest in vhf/uhf packet throughout the United States than 
anything since APRS in the early 90s.  I look forward to more ARES groups 
and members employing this system and using the Layered Packet Network to 
support their local served agencies.
