[FADCA] T3 Time

I'm off on another side trip...

While watching Arcadia, I noticed that the "handshake"
was taking place every 30 seconds. That is default for the T3 value.
This may be a bit short. It keeps the link "hot" or is a QRM generator -
depending on your point of view.

I believe we had ROSE switches set for 5 - 10 min. This was the reset 
time. After a link failed, a "link of of order" msg was issued w/o 
testing the link. The link stayed out of order untill the T3 time 
expired and was re-tested good.

Now, what is the effect of disabling the T3 timer, set to 0, on the axip 
link? Does that mean that once the axip link drops it is never retested?

 From Bud's comments while testing the routing I suspect that the FPAC T3
timer works like the ROSE switch.
