A view:

Sedan is a mostly complete system that spans the state. All connections are
on the same frequency. SEDAN is the only digital system that is recognized
by the State EOC(warning point).

FPAC network uses backbones to connect nodes from point-to-point. (different
method than SEDAN) FPAC is building its system to span the state also. FPAC
along with Winlink/Telpac/Paclink are building a network using new
technologies and new methodologies. This group is also working to gain state
recognition.

Both systems have advantages, disadvantages. KEY= DON'T knock one over the
other. We need packet users in this state, not flame wars. People will
prefer one over the other. That's ok. Use both. Test the networks. Decide
which works for your county the best, but support both. They operate on
different frequencies and don't conflict with each other. Redundancy is
good.
