[FADCA] Station Activity Reports

I'm not sure if stations are still submitting SARs to the Fla Packet 
co-ordinator. I contacted Dave (N4GMU) & he suggested that the reports 
be sent to Bud (N0IA). If ARRL is still interested in those reports I 
have written a painless method for subbmitting the BBS reports.

The Report software for automatic submission of BBS activity reports is 
complete. I sent a copy to Bud and another to John (KE4INI) for testing.
I believe that the app is pretty stable. It has been tested at my BBS 
with ME & Win95.

If anyone is interested drop me a line & I'll send a copy of the README 
file. I'll also be happy to upload it to the FADCA file area.
