[FADCA] Receive NTS Traffic

The firmware in the Kantronics PBBS will accept incoming autoforwards from
an FBB-type bid proposal, etc.  It can also be set up to autoforward
messages OUT to a single designated target PBBS either every N minutes or
A(fter) a connected station has disconnected (possibly having deposited a
new message that needs to be autoforwarded.)

Once set up, it will only autoforward messages out that have come in with a
full H-address (@BBS address), thus keeping LOCAL SP and SB messages in
storage.

An FBB BBS can be set up to autoforward to a Kantronics PBBS - I'm not sure
about other BBS software.  I routinely initiate forwards to the
K4DMH-3,386677 KAM PBBS at the Volusia County EOC just to check network
status.
