Because we are (likely) headed to an entirely new/different (hopefully
better!), more modern scheme in the next year or so, I don't recommend we
set up individual BBSs at each shelter/tactical location. If a
store-and-forward BBS is utilized, the time spent now will be more efficient
if the BBS is a more central HUB-type of scheme. It will be easier to
interface the new scheme when it becomes available.
Of course this depends on local preferences, experience, and to a degree
foresight.
In Seminole and Volusia Counties we have not (yet) been able to have
radios/tncs/computers set up permanently at shelters/tactical sites, only
antennas and feed lines. Each exercise may bring a different ham radio
operator to the shelter, with his gear, including TNC/computer, etc. What I
have been proposing for the near term is a Central BBS/HUB for each county
(LAN) and that the shelter/tactical digital stations run firmware PBBS in
the TNCs or PBBS in a software program such as Winpac. (Sort of provides
what you indicated, with a central FBB-compatible BBS with routing in
charge!)
I no longer promote the use of NTS messaging for EMCOMMs, but until we get
something like Paclink working universally (i.e. free-formatted e-mail
messaging), we'll likely have to at least support NTS messaging /routing on
the digital network.
At that.. there is much more to all this politically! Of course you knew
that! Har.
