[FADCA] NTS/ARES/RACES - Layered Network Growing - Now Let's Use It

The standard BBS forwarding scheme for NTS messages is

ST ZIPFIVE@NTSXX

Where ZIPFIVE is the 5-digit zipcode of the addressee of the NTS message and
xx is the two-unit postal code for the state or province of the address.
