Can you run autoexec.bat in ME? If so you need to have in your path statement

SET PATH=C:\WINDOWS;C:\WINDOWS\COMMAND;C:\UTIL;c:\bpq;c:\fbb;c:\fbb\bin

This should fix it so the bbs knows where to look for files.
You will need to change it for what you are using.
