How are the two configured? Can the 1278 connect to any other tnc/station?
Is there a third party or device you can test the 1278 with?
What is the deviation of the radio when the 1278 is connected to it?
What is the audio output of the 1278 to the radio compared to that of the KPC-3 on receive?
Can you monitor both on a third radio. Are the tone levels the same when received?
Perform the link back test proceedure to determine if the MFJ can decode it's own tones.
Have you aligned the 1278 per the instructions in the MFJ manual for both TX and RX?

I would start with a third station that the KPC can connect to and see if the MFJ can connect to it.
